NORINCO (China North Industries Group Corporation) is China’s massive state‑owned defense conglomerate. It’s one of the world’s largest arms manufacturers and a core pillar of China’s military‑industrial complex. NORINCO produces tanks, artillery, missiles, small arms, optics, explosives, drones, and also runs major civilian industrial operations (petrochemicals, machinery, engineering, mining).
The U.S. has sanctioned NORINCO multiple times — at least five major sanction actions — including a 1993 ban on NORINCO firearms and ammunition imports, repeated missile‑proliferation sanctions from 2003–2006 for supplying Iran, a 2014 sanction under Executive Order 13382 for aiding Iran’s missile program, and its designation in 2020 and again in 2021 as a Chinese military company subject to U.S. investment restrictions.
