U.S. agencies have used surveillance, infiltration, and psychological pressure domestically, especially against civil‑rights groups and political movements. The FBI’s COINTELPRO program is the clearest example, using informants, disinformation, and internal disruption to weaken organizations viewed as threats. At the same time, the CIA used comparable methods overseas through propaganda, covert funding, and political manipulation. The tactics weren’t identical, but they followed the same logic: gather intelligence, exploit internal divisions, and shape political outcomes. There’s no proof that domestic operations served as “practice,” yet the similarities show that strategies effective domestically, also appear in U.S. actions abroad.
